Body
Summary:
Banning Lewis Ranch Metropolitan District Nos. 1-4 and 7 (“the Districts”) request the approval of an amended service plan to remove Banning Lewis Ranch Metropolitan District No. 5 from the consolidated service plan. Banning Lewis Ranch Metropolitan District No. 5 (“BLR No. 5”) is pursuing an independent service plan through a separate request to Council (File# 26-396) which has promoted the need from the Districts to amend the consolidated service plan to show the removal of the BLR District No. 5 from consideration of the service plan.
The requested amendment to the consolidated service plan will not result in any further changes to the overall operations of the Districts, changes to mill levies, changes to debt, or changes to the boundaries of the Districts remaining within the consolidated service plan.
Background:
The original consolidated service plan was approved in 2005 and subsequently amendment in 2008. Since that time, the Districts were managed under Banning Lewis Ranch Metropolitan District No.1 which arranged for the provision of service on behalf of all the Districts within the consolidated service plan area. The service plan encompasses a large number of single family detached and attached homes, community amenities, and public infrastructure.
Due to the separate request by BLR No. 5, the Districts must amend the consolidated service plan to ensure that there is no overlap or future confusion about the status of BLR No. 5. The amendments to the consolidated service plan will primarily relate to removing reference to the area and housing units within BLR No. 5, BLR No. 5’s maximum debt, and other references to how BLR No. 5 interacts with the consolidated service plan.
No negative impacts or further changes are anticipated as a result of this amendment.
Previous Council Action:
The original service plan was approved in 2005 and there was a subsequent amendment that was approved by Resolution No. 52-08 to allow an increase in the maximum operating mill levy.
Financial Implications:
As with other Metropolitan Districts, there are no direct implications to the City or its taxpayers who are outside the boundary of the Metropolitan District.
