  Summary:

Falcon Area Water and Wastewater Authority (FAWWA) is a Colorado statutory water and wastewater authority that was formed in 2017 with a planned service area of approximately 2,560 acres located 20 miles northeast of downtown Colorado Springs in unincorporated El Paso County with close proximity to Woodmen Road and Powers Boulevard, outside the City limits. FAWWA intends to provide wastewater collection service to developments within its service area and has requested wastewater treatment service from Colorado Springs Utilities. Colorado Springs Utilities has negotiated the attached regional wastewater treatment agreement under which it will provide wastewater treatment service to FAWWA for maximum available flows of up to 0.29 million gallons per day. The agreement requires approval by the Utilities Board and City Council. 

 

  Background: 

City Code 12.5.304 allows Colorado Springs Utilities (“Utilities”) to provide by contract for the use of or connection to its wastewater system by institutions, plants, districts, governments, municipal corporations, or other similar users. 

  Previous Council Action:

This long-term (25-year) regional wastewater service agreement is consistent with current regional policy and regional tariffs and will provide a positive revenue benefit to Colorado Springs Utilities’ customers

 

  Financial Implications:

Gross revenue under the proposed agreement will be approximately $472,000 per year.

Springs Utilities staff has worked with City Attorney’s Office - Utilities Division to draft the proposed agreement and Utilities Board made a recommendation of approval on February 21, 2024.
