 Summary:
The Downtown Transit Station Relocation Study is currently budgeted in the 2015 Capital Improvements Program (CIP) in the amount of $200,000; however, the Transit Services Division has an opportunity to use grant funding for the study in 2014 if match funding is provided, which will reduce the cost to the City's General Fund by $162,000.
 
The design phase of the "Cascade Avenue over Cheyenne Run Bridge Replacement" in the amount of $50,000 is budgeted in 2014 but is now anticipated to start in 2015. Therefore, the attached resolution is presented for Council approval to abandon the Cascade Avenue over Cheyenne Run Bridge Replacement project and transfer $38,000 to the Downtown Transit Station Relocation Study project in the 2014 budget.
 
The Public Works Department is requesting to use some of the 2014 funding from the postponed Cascade Bridge Project to reduce City cost and expedite Transit's Downtown Transit Station Relocation Study Project. Funding for the design phase ($50,000) of the Cascade Bridge Project is anticipated to shift into the 2015 CIP budget with the construction phase ($450,000) shifting from 2015 to 2016.

City Council approved the 2014 budget.
 
 Background:
The City's Transit Services Division has been awarded grant funding for the Downtown Transit Station Relocation Study, which will identify the preferred location for a new Downtown Transit Station with improved safety, operations, and aesthetics as compared to the existing location and configuration. This study is currently included as a $200,000 project in the City's Five-Year Capital Improvements Plan (CIP) in 2015. The City has the opportunity to save $162,000 and expedite the study if $38,000 in local match funding is made available this year.
 
The Cascade Avenue over Cheyenne Run Bridge Replacement Project is currently budgeted in the CIP over two years: $50,000 in 2014 and $450,000 in 2015; however, the design phase has been postponed to allow for coordination with redevelopment projects and is anticipated to shift into the 2015 CIP budget with the construction phase shifting from 2015 to 2016.
 
The Public Works Director has agreed it would be beneficial - financially and in regard to timeframe for implementation - for the City to 'abandon' the 2014 Cascade Bridge Project ($50,000) and transfer $38,000 to Transit's Relocation Study Project.
 
 Financial Implications:
$38,000 CIP budget will be transferred from the abandoned Cascade Bridge Project to the Downtown Transit Station Relocation Study project.
