  Summary:

The attached resolution authorizes staff to proceed with the acquisition of property needed for the Pebblewood at Pinecliff Drainage Improvement Project.  VLTAVA Land Company, LLC is the owner of a 40,570 sq. ft. parcel of undeveloped land.  The need for this property acquisition is to allow for the continued access and maintenance of a recently installed stormwater conveyance system. The system includes a manhole and underground concrete piping. The acquisition consists of one (1) parcel of land.

  Background:

As part of the construction of the Pinecliff at Pebblewood Townhomes in the 1980’s, a drainage pipe was installed at the top of the mesa several hundred feet above Popes Valley Road.  A small erosional channel that likely formed beneath the outfall on the hillside shortly after the Townhome development in the 1980’s, recently became deeply incised to depths exceeding 30 feet, forming a very narrow and deep gulley about 20 feet wide, 100 feet long and up to 31 feet deep. This channel began to cut towards the existing townhomes, presenting a very serious and imminent threat to the existing homes above. In addition, severe stormwater flows began to damage an existing home at the bottom of the hillside. This home was inundated with stormwater flows on several occasions and suffered damage to the home on several occasions. The home owner installed sand bags and other measures to attempt to mitigate the risk.

The Pebblewood at Pinecliff Drainage Improvement Project was an emergency drainage repair project completed in 2016. The project scope consisted of the installation of concrete drainage piping, manholes, and associated earthwork, stabilization, and revegetation. The project repaired the gulley and provides for underground conveyance of the stormwater flows.

Following City acquisition regulations, the City obtained an independent appraisal of the property.  The appraisal solicited by the City valued the property at $114,000.  A value for the parcel of $114,000 was approved by the Water Resources Engineering Division.

The VLTAVA Land Company, LLC is willing to sell the identified parcel to the City for $114,000 according to the terms and conditions of the purchase agreement. Staff requests that City Council approves the purchase of the parcel for the $114,000 purchase price.

The purchase price of this parcel acquisition in the amount of $114,000 is available in the project budget.
