Summary:
The Citizen’s Transportation Advisory Board (CTAB) and the Active Transportation Advisory Committee (ATAC) seek to change the member composition of CTAB and render the ATAC as an ad hoc committee rather than a standing committee. This will more accurately reflect the multi modal transportation projects that the City currently implements.
Background:
The Citizen’s Transportation Advisory Board was created on June 11, 2002 (Exhibit A) intended to serve as an advisory body to the legislative and executive branches of the City on “matters relating to the City’s multi-modal transportation plan”. In 2013, Council adopted the Active Transportation Advisory Committee (Exhibit B) as a permanent subcommittee to CTAB, with a focus on Active Transportation, to include issues facing people on foot, people on bicycles and people accessing transit.
In 2019, the members of ATAC and CTAB met as one body to discuss how they could better and more efficiently work together. The discussion focused on the question of raising the profile of active transportation in the city, and the evolving approach that all transportation projects have impact on active transportation, whether they include or exclude certain modes. The result of those conversations was to move forward with a trial period of joint meetings, at the end of which, the two bodies would recommend a revised composition to City Council.
The result of the trial period was to recommend that CTAB would be more effective for all types of transportation with changes to member composition. The composition of CTAB’s 11 members has been:
• 6 members representing each of the 6 geographic Council districts
• 5 at-large members
An accompanying Council Agenda item recommends the ATAC member composition be amended to 13 members total as follows:
• 6 members representing each of the 6 geographic Council districts
• 3 at-large members, consistent with the 3 at-large Council seats
• One member each representing the following (4 members):
o Individuals who ride bicycles for transportation
o Individuals who walk for transportation
o Individuals who ride transit
o Individuals who have a disability that affects their means of transportation.
The amended resolution will change ATAC from a permanent standing committee to an ad hoc committee to the CTAB. ATAC could be called at any point that an issue arises where CTAB feels a deeper conversation is required than time allows in regular meetings.

City Council Appointed Board/Commission/Committee Recommendation:
At the February 2021 Joint meeting of ATAC/CTAB, both bodies voted to recommend the dissolution of ATAC as a permanent Committee. At the March 2021 Joint meeting of ATAC/CTAB, CTAB recommended the special interest representatives; ATAC lacked a quorum but members present supported the recommendation.
Stakeholder Process:
The question of how or if to change the nature of ATAC and CTAB has been on the agenda and discussed since July 2019 at 3 ATAC meetings, 3 CTAB meetings, and 6 Joint meetings of ATAC/CTAB. All these meetings have been public, and advocates and Councilors have been actively involved. As mentioned earlier, disbanding the ATAC to add the 4 mode specific advocates was supported by both committees.

1. Approve the resolution as presented;
2. Modify the resolution;
3. Deny the resolution; or
4. Refer the resolution back to Staff for further consideration
