Resolution to Authorize Commercial Recreation on Utilities-Controlled Watershed Areas and Reservoirs

  Summary:

North Slope Recreation Area (NSRA) Watershed Access and Recreation Plan (Plan) includes recommendations to authorize commercial recreation for specific activities, with the oversight of Springs Utilities, and implementation of best management practices and adaptive management. Commercial recreation is a new use on the NSRA and needs approval by City Council per pursuant to City Charter § 15-120 and City Code § 12.4.804. 

 

  Background: 

The NSRA is Utilities; controlled watershed property on the North Slope of Pikes Peak that is part of Utilities’ water system. Utilities staff reviewed alternatives and developed policy recommendations regarding recreation on the NSRA, including trail improvements and realignments to address operational needs and public safety while improving trail connectivity. Those policy recommendations are incorporated in the Plan.

The Plan includes recommendations to authorize commercial recreation on the NSRA with the oversight of Utilities, and implementation of best management practices and adaptive management. Resolution ___-26 authorizes commercial recreation on Utilities-controlled watershed areas and reservoirs, subject to Utilities’ oversight and provided that such uses are consistent with the maintenance of proper health, safety, fire protection and conservation standards, pursuant to City Charter § 15-120 and City Code § 12.4.804.

  Stakeholder Process:

In 2022 and 2025, input was collected from Utilities’ customers, users and visitors to the NSRA, recreation managers (Pikes Peak-America’s Mountain), City of Colorado Springs, local counties, state and federal agencies, and local organizations on use and impacts for the NSRA.

 

  Alternatives:

Denial of resolution would not permit new commercial recreation on North Slope Recreation Area or other Utilities-controlled watersheds.
