  Summary:

Colorado Springs Utilities (Utilities) is seeking City Council approval of the attached resolution naming a Southern Delivery System Project (SDS) reservoir as the “Gary M. Bostrom Reservoir.”

  Background:

As part of the second phase of SDS, Utilities plans to build a raw water storage reservoir located approximately 8 miles east and 5 miles south of the City of Colorado Springs in El Paso County, Colorado. Utilities is recommending that the planned reservoir be named in honor of Mr. Gary Mark Bostrom.  Mr. Bostrom, a native of Colorado Springs, retired from Colorado Springs Utilities after a 36-year career dedicated to serving the people of our community and region with a collaborative spirit and technical excellence.  His accomplishments include the design, development and negotiations for the completion of the SDS, development of the Arkansas River Exchange Program and Colorado Springs’ Arkansas River Exchange Program, and completion and implementation the 1996 Water Resource Plan.

Throughout his career, Mr. Bostrom dedicated his time to many water organizations such as the Southeastern Colorado Water Conservancy District; the Homestake Steering Committee; the Twin Lakes Reservoir and Canal Company, the Lake Meredith Reservoir Company and the Lake Henry Company; the Fountain Valley Authority; and the Aurora-Colorado Springs Joint Water Authority.  He showed, by example, how to work successfully with many different personalities, how to build and maintain regional partnerships, and above all, how to foster and leverage relationships for the benefit of all.  Mr. Bostrom was a true water champion for our community and region, and his efforts have helped to secure a water future for generations to come.

Approval of the attached Resolution will require City Council to waive one of the criteria established previously by Council Resolution Nos. 31-06 and 54-07, specifically, that the nominee has been deceased for at least one year.
