  Summary:

City Charter City Charter, Art. III, § 3-10(e) requires that City Council appoint a City Auditor by a concurring vote of a majority of its members, and prescribe their duties, compensation, and tenure of office by ordinance

 

  Background: 

Jacqueline Rowland, who was appointed Colorado Springs City Auditor effective January 12, 2021, retired from the City effective in 2025. The position of City Auditor was posted to solicit applicants from November 27, 2024 to December 18, 2024. Natalie Lovell applied to be considered for the position as City Auditor in response to the City’s posting.

The duties of the City Auditor are set forth in the City Charter and City Code, including specifically City Code, Ch. 1, Art. 2, Part 7. The City Auditor performs all duties and powers of the office on behalf of the City and all its enterprises, including Colorado Springs Utilities. The City Auditor serves at the will of the City Council. Ms. Lovell’s appointment is expressly conditioned upon her attaining certification as a Colorado Certified Public Accountant (CPA) within two (2) years of the date of her appointment. With approval of City Council, Ms. Lovell’s appointment will be effective March 11, 2025.

Ms. Lovell’s initial annual salary, together with applicable benefits, is to be set at $189,000
