Summary:
Owners of 7508 Tudor Road, which is a developed property with an existing duplex residence located outside City limits, have requested Colorado Springs Utilities (Springs Utilities) wastewater service. Springs Utilities is bringing forward a proposed resolution that would approve an Agreement to Annex to authorize the provision of wastewater service outside the City limits to the subject property in accordance with City Code 7.5.701.J.
Background:
The property is an existing duplex located within unincorporated El Paso County that currently receives Springs Utilities water service. Springs Utilities currently provides water service to property pursuant to pre-existing contractual obligations that were assumed by the City in the purchase of certain water companies. Owners are currently experiencing issues with the property’s existing septic system and would prefer to connect to Springs Utilities wastewater collection system than pursue repair or replacement of the septic system. In accordance with City Code 7.5.701.J. Service Without Annexation, the City may provide wastewater service outside City limits upon approval by City Council through an Agreement to Annex executed by the property owner. On January 17, 2024, this request was presented as an informational item to Utilities Board.

There has been no prior City Council action concerning this property as it relates to the outside-City request for wastewater service.
