Summary:
The City Attorney's Office-Utilities Division will present draft decisions and orders and draft resolutions for the 2015 Electric rate case and the 2015 Utilities Rules and Regulations rate case based upon the November 25, 2014 public hearing held on Colorado Springs Utilities' October 14, 2014 rate case filing. City Council will review the documents and may direct any changes to be made to the documents prior to their final submission for approval at the December 9, 2014, Regular Meeting.

City Council held a public hearing on November 25, 2014 regarding Colorado Springs Utilities' October 14, 2014 rate case filing.
Background:
On October 14, 2014 Colorado Springs Utilities submitted a 2015 rate case filing that included proposed changes to the Electric rate schedules and to the Utilities Rules and Regulations, each to be effective January 1, 2015. In accordance with Colorado Springs City Code ยง 12.1.107, City Council held a public hearing on November 25, 2014 regarding Colorado Springs Utilities'2015 Electric rate case and Utilities Rules and Regulations rate case.
The draft decisions and orders summarize Colorado Springs Utilities' 2015 rate filing and the record of the public hearing held on November 25, 2014. The draft decisions and orders also contain City Council's initial directions at that public hearing regarding the 2015 Electric rate case and the 2015 Utilities Rules and Regulations rate case. Draft resolutions for the two rate cases are also presented for review and comment by City Council. Any revisions to the draft decisions and orders or to the draft resolutions directed by City Council will be incorporated into the final decisions and orders and final resolutions presented for approval by City Council on December 9, 2014.
Financial Implications:
The decision and order and the resolution regarding Electric rates within the Colorado Springs Utilities Electric service area authorize increases in Colorado Springs Utilities' base (non-ECA, non-GCA) rates for Electric service.
