Summary:
The attached Intergovernmental Agreement (“IGA”) will replace the existing IGA between the City of Colorado Springs and El Paso County and reflects minor changes regarding the administration of the Joint Regional Crime Lab (“Metro Crime Lab”).
Previous Council Action:
January 21, 1997, City Council authorized the City to execute an Intergovernmental Agreement with El Paso County regarding the Metro Crime Lab.
October 16, 2007, City Council authorized the City to execute an amended and updated Metro Crime Lab Intergovernmental Agreement with El Paso County.
Background:
The Metro Crime Lab was established in 1993 to provide direct support to the Investigations Divisions of the Colorado Springs Police Department (“CSPD”) and El Paso County Sheriff’s Office (“EPSO”).
Since its inception, the Metro Crime Lab has undergone several changes. Additional disciplines were added, such as firearms examinations and DNA analysis; and, more personnel were added to provide redundancy in each discipline. Currently, the Metro Crime Lab provides expertise in crime scene processing, chemistry, DNA analysis, firearms examination, and latent print examination for both CSPD and EPSO.
Minor changes were made to the existing IGA to include: 1) Amending the list of positions assigned to the Metro Crime Lab; 2) Updating data to reflect the lab’s recent workload; and, 3) Revising the capital equipment purchasing section to ensure compliance with grant funding requirements.
Financial Implications:
The City, through the CSPD, budgets for personnel and operating costs using General Fund and Public Safety Sales Tax funding. Without the benefit of this multi-jurisdictional approach, CSPD would need to assign additional City resources to perform crime scene and evidence processing.

The proposed IGA has been discussed with El Paso County representatives and EPSO. The IGA will be presented to the County Commissioners for approval.
