Summary:
The purpose of this Hazard Mitigation Plan (HMP) is to assess risk and identify action which can help Pikes Peak Regional Office of Emergency Management (PPROEM) reduce or eliminate risk for injury, loss of life, property damage, and/or property loss due to natural disasters.
By maintaining a current plan, jurisdictions ensure they remain eligible for grant funds that contribute to mitigation projects and are able to receive post-disasters assistance should a major natural disaster occur. PPROEM will use this plan to guide and assist community decision makers as they further refine and implement mitigation strategies and actions across the region.
Background:
This plan is an update and consolidation of the 2016 Colorado Springs Multi-Hazard Mitigation Plan and the 2015 El Paso County Multi-Hazard Mitigation Plan into a combined Pikes Peak Regional Office of Emergency Management Multi-Hazard Plan. The Plan includes unincorporated El Paso County and the jurisdictions of Colorado Springs, Calhan, Fountain, Green Mountain Falls, Manitou Springs, Monument, Palmer Lake and Ramah.
Previous Council Action:
Approved the 2016 Colorado Springs Multi-Hazard Mitigation Plan.
Financial Implications:
The HMP allows the City to be eligible for Federal Emergency Management Agency (FEMA) funding assistance for emergencies. Without the FEMA funding for emergencies, the City would need to fund the full amount of mitigation activities after a disaster.

Stakeholder Process:
Comprehensive coordination with multiple government, business, and non-profit entities occurred from February to October 2020. Stakeholders include officials from various City of Colorado Springs and El Paso County agencies, and local government leaders from Calhan, Fountain, Green Mountain Falls, Manitou Springs, Monument, Palmer Lake, and Ramah. Participating entities also include regional volunteer groups, local hospitals, higher education institutions, and Colorado Springs Utilities. Targeted in-person or virtual meetings were held throughout the HMP draft process, to include a February 2020 kickoff meeting and a June 2020 workshop. Focused discussions with each local government occurred during the plan writing phase, to include hazard analysis and mitigation strategies.
