Summary:
The City of Colorado Springs/El Paso County Drainage Board (Board) approved a payout from the Subdivision Storm Drainage Fund to the City in the amount of $528,532 - that payment will be received in January 2016. The Board approved this payment to reimburse the City for Pond 6 construction expenditures (Pond 6 is complete) and for Pond 3 design expenditures. When these pond projects were originally funded, the funding for both ponds was put into one project budget named “Detention Ponds 3 and 6”. With this additional funding added to the project budget, there will be sufficient funds to complete the Pond 3 portion of the project, which has a total construction cost of $2.6 million. The current remaining budget for the Pond 3 portion of the project is $2,071,468, which leaves a funding gap of $528,532. Council approval of this $528,532 supplement appropriation will provide the additional funding needed to complete the project.
Previous Council Action:
On November 24, 2015, City Council approved the original 2016 Budget per Ordinance No. 15-86, which included the appropriation of funds for the Capital Improvements Program (CIP) Fund.
Background:
Sand Creek Pond 3 and Sand Creek Pond 6 are both large detention ponds located north of Woodmen Road between Black Forest Road and Marksheffel Road (Exhibit “A”). At this time Pond 6 is complete (Exhibit “B”) and Pond 3 is ready to go to construction. Ponds 3 & 6 are shown in the Sand Creek Drainage Basin Planning Study, which was approved by City Council in 1996. The total cost of Pond 6 and estimated cost of Pond 3 are less than the amounts anticipated in the Drainage Basin Planning Study; therefore, they are reimbursable from the Subdivision Storm Drainage Fund.
Pond Facility fees of $528,532 have been received and accumulated by the Subdivision Storm Drainage Fund (Fund 152) through December 31, 2015. The City made a reimbursement request to the City of Colorado Springs/El Paso County Drainage Board at a meeting on September 3, 2015 for reimbursable pond facility construction work done in the Sand Creek Basin. After approval by the Board, the City was added to the Pond Facility Reimbursement list and became the first priority to be reimbursed from the fund. The City will recieve these funds in January 2016 when the next semi-annual payouts are done from Fund 152.
This item supports the City’s strategic goal relating to investing in infrastructure. This facility captures and removes sediment as well as reducing downstream peak flow rates through detention, which are necessary for a resilient, sustainable Fountain Creek watershed.

At the September 3, 2015 meeting, the City/County Drainage Board approved a pond facility reimbursement to the City for pond facility work completed in the Sand Creek Basin for design/construction of Pond 6 and design work on Pond 3.
