Summary:
The Housing and Homelessness Response Department proposes a substantial amendment to the City's HOME-ARP Allocation Plan to reflect current community needs, implementation conditions, and HUD requirements. The amendment enables the City to deploy $5,750,631 in HOME-ARP funds to prevent homelessness and support housing stability by the September 30, 2030, deadline.
Background:
The American Rescue Plan Act of 2021 allocated funds to the U.S. Department of Housing and Urban Development (HUD) through the HOME Investment Partnerships Program to support individuals and families who are homeless, at risk of homelessness, or otherwise vulnerable.
As a HOME grantee, the City of Colorado Springs received $5,750,631 in HOME-ARP funds and was required to develop an allocation plan with public input.
The City now proposes to amend the plan by reallocating funds from non-congregate shelter development to tenant-based rental assistance, from administration and planning to supportive services, and from capacity building to operating support for local housing providers.
This amendment must be submitted to HUD as a substantial amendment to the 2021 Annual Action Plan.
Financial Implications:
Funds must be expended and projects closed by September 30, 2030. To date, the City has expended $533,201 due to challenges with finding feasible projects. The amendment enables the City to deploy the full $5,750,631 in HOME-ARP funds to prevent homelessness and support housing stability by the deadline.

Stakeholder Process:
The City conducted extensive engagement for the original HOME-ARP plan, including consultation with over 40 agencies, public hearings, a comment period, and a City Council hearing.
For this amendment, staff engaged partner agencies, service providers, and developers. The Community Development Advisory Committee reviewed the amendment and recommended it for public comment.
Residents and stakeholders were invited to provide input through public notice, the department newsletter, website, and an online survey during a 30-day comment period and public hearing. All comments will be documented and shared.
Previous Council Action:
City Council approved the initial HOME-ARP Allocation Plan on April 26, 2022.
Alternatives:
City Council may approve, deny, or modify the resolution to amend.
