A Resolution declaring the intention of the City of  Colorado Springs, Colorado, to hold a Special Municipal Election and to participate in a Coordinated Election to be held on Tuesday, November 5, 2019, and providing the effective date of this resolution.

  Summary:

Authorizes the City Clerk to provide such notice, as may be required by law, to the El Paso County Clerk and Recorder of the City’s Special Municipal Election to be held as a part of a Coordinated Election on November 5, 2019.  Such notice shall be provided on or before July 26, 2019. Also authorizes the City Clerk to cooperate with City officers and El Paso County officials to provide an Intergovernmental Agreement, as required by Colorado Revised Statute (“C.R.S.”) § 1-7-116, with acceptable terms and conditions, applicable for purposes of such election, to be considered for approval and adoption by Council resolution on or before August 27, 2019.

  Background:

This resolution will fulfill a state law requirement that the City of Colorado Springs provide notice of its intention to participate in the Coordinated Election on November 5, 2019 to the El Paso County Clerk and Recorder by July 26, 2019. It satisfies a City Charter requirement in section 11-20 by designating the election as a special municipal election to be held as part of the Coordinated Election on November 5, 2019. It also authorizes the City Clerk to work with the El Paso County Clerk and Recorder to develop terms and conditions for an intergovernmental agreement to be submitted to City Council for consideration and approval no later than August 27, 2019 for the purposes of the election.
