Summary:
The Civil Service Commission, pursuant to City Charter, Article XIV, shall, with the approval of the Council, make such rules and regulations for the proper conduct of its business, as it shall find necessary or expedient. The Commission shall, among other things, classify employments for Civil Service Employees in the police and fire departments for open, competitive and free examinations as to fitness or other selection processes established by the Civil Service Commission as to fitness; for eligible lists from which vacancies shall be filled; for a period of probation before employment is made permanent; and for promotion on the basis of merit, experience and record. Pursuant to City Code § 1.4.401, the Commission is empowered to promulgate rules and regulations pertaining to the employment, promotion, classification and conduct, both while on and off duty, of classified public safety employees of the City. The Commission is further authorized to provide penalties in the nature of suspension without pay, discharge, fine and reduction in grade or compensation for any classified employee's violation of any rule or regulation promulgated pursuant City Code
§ 1.4.401(A).

The proposed amendments were unanimously approved by the Civil Service Commission on June 15, 2026, following multiple public meetings regarding proposed changes.
Stakeholder Process:
Employee groups consisting of current City fire and police employees were apprised of the proposed changes and provided opportunities for input, including at multiple publicly noticed meetings and through a posting of such changes pursuant to Civil Service Rule 11.8.
