Summary:
The Briargate Center Business Improvement District (BID) is a legal entity separate from the City of Colorado Springs. However, as required by State statute, it is necessary for City Council to review and approve the proposed 2027 Operating Plan and Budget for the BID.
The debt service mill levy is set to 26 mills and 13 mills for operations and maintenance in 2027. The primary function of the District is to fund advertising efforts for the Promenade Shops at Briargate and conduct operations and maintenance services that benefit the District. In 2026, due to changes in ownership which impacted who was considered an eligible elector, the District received approval from City Council through Ordinance 26-39 to name three new Board Members including Morgan Sowell, Jade Loerzel, and Lara Silversmith. No boundary changes, debt issuances, or major improvements are anticipated for the 2027 operating year.
