President Pro Tem Crow-Iverson honored former District 3 Councilmember  
Stephannie Fortune and acknowledged many of her achievements.  
Linda Weise, President and CEO, Community Cultural Collective,  
introduced David Musante, Emily Peter, Katie Mendez, Emma Lee, Kelly  
Kubel, and Christina Wells, some of the students and alumni from the  
Colorado Springs Conservatory who sang “Somewhere Over the Rainbow”  
and “You’ve Got a Friend” in tribute of Councilmember Fortune.

expressed appreciation for Councilmember Fortune’s accomplishments,  
contributions, integrity, commitment, and dedication to the community.  
Kent Fortune, Councilmember Fortune’s husband, expressed gratitude for  
the acknowledgements and support of his wife, asked people to recognize  
others, find joy in their lives, and everyone present joined him in doing  
“friction hands” to celebrate her life.

Councilmember Donelson stated that President Helms was listed as  
President Strand on page two of the June 12, 2023 City Council Work  
Session Meeting Minutes. Sarah B. Johnson, City Clerk, stated she will  
make that correction.  
The minutes of the June 12, 2023 Work Session were approved as  
amended by Consensus of City Council.

Tim Scheiderer, Attorney, City Attorney’s Office, stated with the  
recommendation of the Civil Action Investigation Committee, the City is  
requesting authorization to defend.  
President Helms polled City Council regarding authorizing the City to  
represent the employee. Consensus of City Council agreed.

City Financial Report - Q1 2023  
Presenter:  
Charae McDaniel, Chief Financial Officer  
Charae McDaniel, Chief Financial Officer, presented the Quarter 1 2023  
financial update and went over revenue activity through March 31, 2023,  
sales tax trends, general fund revenue, general fund expenditures, and  
economic indicators.  
Councilmember Avila asked what the benefit of a three-month hiring delay  
would be. Ms. McDaniel stated it would create a reduction in expenditures  
since there is a decrease in sales tax revenue.  
President Helms asked how the sales tax revenue will affect the 2024  
budget. Ms. McDaniel stated they track it very closely and they anticipate it  
will be flat revenue (same as 2023) going into 2024.  
Councilmember Donelson stated Mayor Yemi mentioned that City Council  
request a TABOR retention from the voters in order to fund the Colorado  
Springs Police Department training center and asked if the City will even  
have an overage. Ms. McDaniel stated the TABOR overage referenced is  
2022 TABOR revenue.  
Councilmember Henjum requested information regarding rebudgeted  
revenue from previous years. Ms. McDaniel stated rebudgeted revenue is  
defined as revenue collected which was over the budgeted amount in the  
prior year or expenditures which were below the budgeted amount in the  
prior year.  
Councilmember Henjum asked how much of the City’s budget is generated  
through sales tax and if it is comparable to other jurisdictions the same  
size. Ms. McDaniel stated approximately sixty percent and provided an  
overview of review sources in the west and the east.  
Councilmember Henjum asked why there has been such a drop in building  
material sales tax revenue when there is such a need in the community for  
housing. Ms. McDaniel stated it is a combination of the increase of interest  
rates and there were record breaking permits being pulled for single-family  
and multi-family homes over the past two years which comparably would  
create a dramatic decrease.  
Councilmember Risley commented that homebuilders did respond quickly  
which they perceived as potential slowdown and most of them have started  
building again and he believes these numbers will normalize by the end of  
the year.  
Councilmember Leinweber commented the weather had an effect on  
tourism at the beginning of this year.  
Councilmember Donelson requested additional information regarding the  
Pikes Peak Region Building Report Dwelling Units Gained. Ms. McDaniel  
stated that it reflects the number of dwelling units added versus the number  
of building permits issued.

Councilmember Henjum stated the Public Art Commission requested to  
present an update at a later Work Session in July 2023. President Helms  
agreed to that request.  
Sarah B. Johnson, City Clerk, stated the City Clerk’s Office received two  
separate appeal notices for the Kettle Creek development project which  
will be held one of the July 2023 City Council meetings.  
Councilmember Henjum asked when the Amara Annexation will be coming  
before City Council. Councilmember Risley stated it will go to the Planning  
Commission in August 2023 and then City Council in September 2023.
