Week In The Pikes Peak Region  
Presenter:  
Kimberly Gold, Councilmember District 4  
Councilmember Gold read the Resolution recognizing May 5 to May 9,  
2025 as Small Business Week in the Pikes Peak Region.  
Lauren Shakes, Associate Director, Pikes Peak Small Business  
Development Center (SBDC), gave a brief overview of the challenges  
small business owners face, and expressed appreciation for small  
businesses and the community partners who support small businesses.  
Joe Reagan, Director, Colorado Veteran Business Outreach Center,  
provided an overview of the role of military spouses in small businesses.  
Craig Harley, Vice President of Membership, Colorado Springs Chamber  
of Commerce and Economic Development Center, identified how they  
support small businesses and how small businesses contribute to the  
success of the future of the City.  
President Crow-Iverson and Councilmember Gold expressed appreciation  
for all the small businesses in the community.  
Motion by Councilmember Henjum, seconded by Councilmember Gold, that the  
Resolution recognizing May 5 To May 9, 2025 as Small Business Week in the  
Pikes Peak Region be adopted. The motion passed by a vote of 9-0-0-0

A Resolution of Appreciation Designating April 20th Through 26th, 2025  
as National Volunteer Week  
Presenter:  
David Leinweber, Councilmember At Large  
Britt Haley, Director - Parks, Recreation and Cultural Services  
Veera Morrison, Analyst I - Parks, Recreation and Cultural Services  
Britt Haley, Director, Parks, Recreation and Cultural Services, provided a  
brief history of National Volunteer Week, spoke about the importance of  
volunteers, expressed appreciation for the over 7,000 volunteers who  
contributed approximately 170,000 hours of service to the community in  
2024 in the airport, public safety, storm water, and parks systems. She  
thanked City Council for recognizing the volunteers and identified several of  
the many ways people can volunteer in the City.  
Councilmember Leinweber explained how volunteering is beneficial to  
mental health and read the Resolution of appreciation designating April  
20th through April 26th, 2025 as National Volunteer Week.  
Citizens Ethan Jacobs and Catherine Czukas, volunteers, expressed  
appreciation of the recognition.  
Jim Lovewell, Assistant Director Colorado Springs Airport, expressed  
gratitude for the ambassadors who serve at the Colorado Springs Airport.  
Councilmember Williams and Councilmember Gold conveyed appreciation  
for the citizens who volunteer for the City.  
Motion by Councilmember Henjum, seconded by Councilmember Gold, that the  
Resolution of appreciation designating April 20th through April 26th as National

expressed appreciation for the citizens who are willing to serve the City on  
the City Council Boards, Commissions, and Committees.  
Motion by Councilmember Henjum, seconded by Councilmember Risley, that the

William Gray, Senior Planner, City Planning Department, presented the first  
reading only to set the public hearing for May 13, 2025 for the Ordinance to  
amend the zoning map of the City of Colorado Springs pertaining to 0.78  
acres (34,048 square feet) located at 3103 North Prospect Street from R-5  
(Multi-Family High) to R-Flex High  
Councilmember Donelson requested these types of quasi-judicial rezones  
not be put on the Consent Calendar on future agendas, so citizens have  
time to review the items before they come to City Council for a vote and  
provided a brief description of the project.  
President Pro Tem Risley asked if this item has already been heard by the  
Planning Commission and has already had a robust public notification and  
process. Mr. Gray confirmed that it had been and received unanimous  
approval from the Planning Commission.  
Councilmember Henjum stated she feels this item has been noticed  
appropriately and there will be more information provided at the public  
hearing.  
Motion by Councilmember Henjum, seconded by Councilmember Risley, that the  
Ordinance amending the zoning map of the City of Colorado Springs pertaining  
to 0.78 acres (34,048 square feet) located at 3103 North Prospect Street from R-5  
(Multi-Family High) to R-Flex High for the purpose of providing public notice and  
setting the public hearing date for Tuesday, May 13, 2025, at 9:00 am, to consider  
the Prospect Village Zone Map Amendment (Rezoning) be approved on first  
reading. The motion passed by a vote of 9-0-0-0

13. One Hour of Citizen Discussion For Items Not On Today's Agenda Per City  
Council Rules  
Citizen Rachel Knapp spoke about the need for a revision of the City’s  
noisy pet/nuisance dog Ordinance.  
Citizen Lawrence Clark spoke against human trafficking, the distribution of  
Lodgers and Automobile Rental Tax, and stated it should be used to assist  
people in the community.  
Citizen Kat Gayle spoke about first amendment rights, against the one-hour  
limit for Citizen Discussion, against the noise from the Ford Amphitheater,  
and against Doris Gonzale as Chair of the Pikes Peak Library District  
(PPLD) Board.  
Citizen Veronica Baker and Joe Pelka spoke against the new City Council  
meeting public comment restrictions of a one-hour limit, no call-in option,  
and moving Citizen Discussion to the end of the agenda.  
Citizen Karla Powers invited citizens to the opening of the interim  
Rockrimmon Branch library and about the need to be able for citizens to be  
allowed to call in to speak at City Council meetings.  
Citizen Catherine Czukas requested Citizen Discussion be set at a  
specific time.  
Citizen Ethan Jacobs about the need for harmony and against the train  
noises in the downtown area.  
Citizen Dallas Whitewolf spoke about the need for assistance for the  
people experiencing homelessness and mental health issues.  
Citizen Christie Morgan spoke about the loss of her goat, Jamison, and  
against animal law enforcement.
