Councilmember Rainey asked how long the property owners have been  
non-responsive. Ms. Sturdivant stated since April 30, 2025.  
Councilmember Bailey asked if the valuation of these properties exceeds  
$100,000. Ms. Sturdivant stated neither of the property’s value exceeds  
$100,000, but if the costs exceed that amount, it will come back to City  
Council for approval.

An Ordinance Amending Section 108 (Special Fund Created) Of Article  
13 (Retail Marijuana Sales Tax) Of Chapter 2 (Business Licensing,  
Liquor Regulation And Taxation) Of The Code Of The City Of Colorado  
Springs 2001, As Amended, Pertaining To Expenditures Of The Special  
Fund

Michael Montgomery, Deputy City Council Administrator, presented the  
Ordinance amending the City Code pertaining to retail marijuana and  
expenditures of the Special Fund. He provided an overview of the history of  
the Ordinance, current Code/budget authority, proposed amendments, and  
next steps.  
President Crow-Iverson stated this information is important for her  
colleagues with the Opioid Council and Health Foundation to make sure  
these dollars are matched and go further which is the best use for citizens  
at this time.  
Councilmember Donelson asked what is included in Public Safety  
Programs. Ben Bolinger, Legislative Counsel, City Attorney’s Office, stated  
those were not defined in the initiated Ordinance, but City Council has the  
authority to define it in City Code, appropriate a bulk of money, and this  
proposed Ordinance allows Council to make recommendations to the  
Mayor, but it would not be binding because it would ultimately be the  
Mayor’s decision as to which of the three categories the money will be  
spent on.  
Councilmember Donelson stated the City is short on funding for the  
Colorado Springs Police Department but does already spend a lot of  
money on mental health and Post Traumatic Stress Disorders (PTSD)  
programs and thinks citizens would support law enforcement funding with  
this money.

10. Councilmember Reports and Open Discussion  
Councilmember Bailey requested an update regarding the Colorado  
Springs Airport Utility Infrastructure. Jamie Fabos, Chief of Staff, stated  
they believe they have found alternative funding for the substation to lessen  
the risk to the Colorado Springs Airport which they will be firming up on  
June 13, 2025.  
Councilmember Gold stated she and Councilmember Rainey attended the  
event at the Colorado Springs Airport on Saturday, June 7, 2025, for their  
first inaugural flight to Cancun.  
Councilmember Rainey stated he has been having conversations with the  
Chair and Vice Chair of the Law Enforcement Transparency Advisory  
Commission (LETAC), the Chief of the Colorado Springs Police  
Department (CSPD), CSPD Lieutenants, and other staff members to see  
what the future holds for LETAC and CSPD.  
Councilmember Leinweber stated he has attended three of Mayor Yemi’s  
Listening Tours, participated in the Pikes Peak Outdoor Recreation  
Alliance (PPORA), Colorado Parks and Wildlife, and Parks, Recreation,  
and Cultural Service, Get Outdoors Day on Saturday, June 7, 2025, and on  
Thursday, June 5, 2025, he attended the El Pomar Colorado Conference  
on Civil Discourse. He commented that on Tuesday, June 10, 2025, from  
5:30 PM-7:00 PM, at 2855 Mesa Road, Colorado Springs Utilities will be  
hosting a public meeting for the Norris Slope Recreation Area.
