Citizens Kenneth Murriel and Rocky Cantrell from When All Else Fails  
Sober Living spoke about suicide prevention and the program they are  
introducing to the community.  
Citizens Jerry Morris, Kevin Sheahan, Theresa Odello, and Thomas  
Foyer, spoke about the gates for North Cheyenne Cañon Park located  
on Gold Camp Road near their properties and requested the City  
prevent vehicles from parking there.  
Citizen Jim Bensberg spoke against the lane delineator posts located on  
Cheyenne Boulevard and stated they are unsightly, eliminated parking  
and pushed traffic to West Cheyenne Road.  
Citizen Charles Lucas requested the burying of overhead utility lines and  
additional building standards for higher risk wildfire urban interface  
(WUI) areas.  
Citizen Woody Longmire expressed appreciation for City Council’s  
discussion regarding emergency medical services at the May 13, 2024  
Work Session meeting.  
Citizens Hannah Lawless, Brenner Gollier, Desiree Hanna, Ariella  
Wagner, and Michael Watson, requested a ceasefire Resolution  
regarding the Israeli-Palestinian conflict.  
Citizen Walter Lawson spoke in favor of the City utilizing a Fired-based  
emergency medical service instead of contracting with American  
Medical Response (AMR).

Request for approval of settlement amount in a claim arising from the  
use of force on October 9, 2022.

Councilmember Donelson stated he pulled this item off the Consent  
Calendar because he and other citizens are getting tired of the City  
paying $2 million settlements like this where Police Officers are required  
to use physical force to make individuals comply to their reasonable  
requests. He stated these cases should be decided by the courts and he  
believes by the City paying these, it encourages more lawsuits to be  
brought against the City.  
Motion by Councilmember Leinweber, seconded by Councilmember Talarico, that  
the request for approval of the $2,100,000.00 settlement amount for the claim  
arising from a October 9, 2022 police contact be approved. The motion passed by

Shantel Withrow, Division Chief - Prosecution, City Attorney’s Office

presented the Ordinances amending City Code pertaining to Automated  
Vehicle Identification Systems (AVIS). She stated Senate Bill 24195 has  
passed and is pending signature from the Governor but nothing about  
that would impact the Ordinances.  
Councilmember Henjum asked why it is important to start using these  
AVIS speed cameras. Adrian Vasquez, Chief, Colorado Springs Police  
Department (CSPD), stated it is to bring the City in alignment with the  
state law that has already been approved and they need as much traffic  
safety help as they can get in the school zones, residential areas,  
construction zones, and municipal parks.  
Councilmember Henjum asked how many fatal crashes there have been  
this year. Chief Vasquez stated there have been eighteen and speed is  
often a contributing factor to dangerous driving and crashes.  
Councilmember Donelson requested the data regarding the  
effectiveness of preventing crashes for the Photo Red Light cameras.  
Chief Vasquez stated he already sent that information to City Council,  
but he believes twelve of the intersections showed a reduction in  
crashes.  
Councilmember Donelson stated he will be voting against this because it  
is a money penalty, there will no points against the driver’s license,  
out-of-state drivers will not be penalized, and only two deaths were a  
result of speed as a factor so he does not believe it will have a  
significant impact on reducing deaths and crashes. Chief Vasqez stated  
many citizens are concerned with speeding issues in these areas and  
this system should not be evaluated only on the number of deaths. Ms.  
Withrow stated this system is only one part of a large strategy to  
improve traffic safety.  
President Pro Tem Crow-Iverson stated she supports this program but is  
concerned there is not a way to track the fiscal impact of this system  
and would like to see reports throughout the year to see if the City is  
making or losing money on it.  
President Helms stated even with its limitations, he supports this  
program.  
Councilmember Avila stated this is a great program to start a behavior  
change, most of the complaints she receives from her constituents are  
regarding speeding, and she supports it.  
Councilmember Leinweber stated there are cameras everywhere to  
capture people committing crimes, they need to change the behavior of  
speeding, and this is the best option the City has at this time.  
Motion by Councilmember Henjum, seconded by Councilmember Talarico, that  
the Ordinance No. 24-32 Amending Section 201 (General Penalty) of Part 2  
(General Penalty) of Article 1 (Administration) of Chapter 1 (Administration,  
Personnel and Finance) of the Code of the City of Colorado Springs 2001, as

Trail, expressed appreciation for everyone involved in making this  
happen, and read the Resolution designating the City as a Purple Heart  
City.  
Howie Massingill, Special Forces Association, Pikes Peak Region, gave  
a brief history of John Bartlett, his reasons behind the Purple Heart Trail,  
the jurisdictions which have already become Purple Heart Cities, and Ed  
Beck, representative of the Prisoner of War Association, who will speak  
at the Memorial Day Ceremony.  
Tom Wisdom, Special Forces Association, Pikes Peak Region, stated  
there will be a Memorial Day Wreath Laying Ceremony and reveal of the  
Purple Heart sign, on May 27, 2024 at 11:00 AM in Memorial Park.  
Eric Becker, Parks, Maintenance, and Operations Manager, Parks,  
Recreation and Cultural Services, spoke about the landscaping/location  
of the sign and the designation ceremony which will take place in August  
2024.  
Kelly Leverton, Purple Heart recipient, identified some aspects of the  
deployments he had during his military career and what the Purple Heart  
represents to him and other Purple Heart recipients regarding the Purple  
Heart recipients who gave their lives for their country.  
President Helms and Councilmember Avila expressed appreciation for  
this initiative coming forward.

Councilmember O’Malley stated he attended the Filipino American  
Chamber of Commerce Gala on Saturday, May 11, 2024 at the Antlers  
Hotel which had 340 people in attendance to award the great  
achievements of Filipino-Americans in the City and attended the Elevate  
Quantum event with Senator Hickenlooper at the Kevin W. O'Neil  
Cybersecurity Education and Research Center.  
Councilmember Risley stated he, several other Councilmembers and  
Senator Hickenlooper attended the United Way sponsored facility Pikes  
Peak Center for a round-table discussion with non-profit leaders  
regarding needs within the community, he attended several Small  
Business Week events sponsored by the Colorado Springs Chamber of  
Commerce and EDC and the Better Business Bureau and attended the  
Solutions Team meeting regarding the Police Training Academy held on  
Friday, May 10, 2024.  
Councilmember Henjum stated she attended the Silver Key Services  
Fundraiser Breakfast, Family Friendly City Summit at El Pomar  
regarding the challenges of childcare in the region, Historic Preservation  
Alliance seminar at Grace Episcopal Church where it was announced  
that Colorado Preservation Inc. will be hosting their annual in Colorado  
Springs next year in February 2025, COSILoveYou City Serve events,  
and stated that the Joe Henjum Senior Accolades Awards for the Senior  
Resource Center will be held tonight, May 14, 2024.  
President Pro Tem Crow-Iverson stated she has been working on  
legislation for the past two weeks and will provide a summary of the  
community impact for the items which passed.  
Councilmember Avila stated she attended the Filipino American  
Chamber of Commerce Gala with Councilmember O’Malley and  
expressed appreciation for Ayana Garcia who emceed the event. She  
stated she, Councilmember Talarico, and Councilmember Risley  
attended the Family Success Center event in Southeast Colorado  
Springs, roundtable discussion with Senator Hickenlooper, Firefighters  
Heart and Cancer Trust ceremony, first 2C Program in Southeast on  
Crest Avenue event, and Latino Community Luncheon, and that she  
received an award from Delta Beta Phi from Pikes Peak State College  
for people that serve the community.  
Councilmember Donelson thanked City Council for passing the  
Resolution making Colorado Springs a Purple Heart City and thanked  
Kelly Leverton for speaking for the Purple Heart families. He stated  
citizens have started an online petition, which currently has 3,050  
signatures, regarding asking City Council to allow them to vote on  
building height limits for the November 2024 election.  
Councilmember Talarico stated she attended the United Way Family  
Promise Center roundtable discussion, UCHealth Forensics Clinic tour,  
Arbor Day Celebration at John Venezia Park, Common Sense Colorado  
Springs Education and Workforce panel, Homeward Pikes Peak Lunch,  
CONO meeting to meet their interim director, Hospice Breakfast,  
Wildfire Mitigation meeting, Silver Key Services Breakfast, and her first  
Civil Service Commission meeting. She stated she and Councilmember  
Henjum met with the Keep Colorado Springs Beautiful group, she,  
Councilmember Leinweber, and Councilmember Henjum attended the  
Homeless Union meeting, she and Councilmember Risley were on the  
Small Business Week panel, she, Councilmember Henjum, and  
Councilmember Leinweber attended the Historic Preservation meeting,  
she and Councilmember Leinweber attended the National Alliance On  
Mental Illness (NAMI) walk, she and Councilmember Henjum toured the  
horticulturist greenhouses, and she and Councilmember Leinweber  
attended the Park Advisory Board meeting.  
Councilmember Leinweber stated he attended the Homeless Union  
meeting, City Serve event, several Small Business Week, NAMI walk,  
Preservation Forum, greenhouse tour, Family Friendly Summit, Silver  
Key Services fundraiser, and Pikes Peak Media Company’s launch and  
unveiling of the Colorado Springs Independent.  
President Helms stated he attended the Colorado Springs Police  
Department Training Academy Graduation for thirty-one new Police  
Officers, United States Air Force Academy (USAFA) building dedication  
event named for USAFA graduate First Lieutenant John Helton, Security  
Police Officer serving in Iraq and killed in combat in the line of duty,  
Silver Key Services fundraiser, Western Heritage Night at the Pro Rodeo  
Hall Of Fame, Armed Forces Concert at the Pikes Peak Center where  
outstanding enlisted members and Lieutenant General Clark,  
Superintendent of the USAFA were recognized, and the Fort Carson  
event where a fifty-three year old Bronze Star was awarded to Sergeant  
Gary See which he earned for his actions in Vietnam .  
Jamie Fabos, Chief of Staff, stated on Tuesday, May 21, 2024 they will  
find out where Colorado Springs ranks on the U.S. News and World  
Report list of best cities, and they believe they will have a very high  
ranking this year.
