A Proclamation Recognizing May 2026 as Mental Health Awareness  
Month  
Presenter:  
David Leinweber, Councilmember At Large  
Councilmember Leinweber read the Proclamation recognizing May 2026  
as Mental Health Awareness Month and encouraged everyone to take  
advantage of the City’s natural mental health resources available in the  
region.  
Liz Denson, President and Chief Executive Office, Early Connections  
Learning Centers, spoke about the importance of recognizing mental  
health in children and providing them safe and stable environments.  
Sarah Potter, Faith Table, spoke about the mental health crisis facing the  
hospitality workforce.  
Andre Podpolucha, Chief Operating Officer, Step Springs, provided brief  
history of the trauma he had experienced and identified the need for mental  
health resources within the community.  
Councilmember Williams highlighted the documentary “Raising America”.

A Resolution Recognizing May 17 to May 23, 2026 as National Public  
Works Week  
Presenter:  
Nancy Henjum, Councilmember District 5  
Councilmember Henum identified how important public infrastructure is to  
the community, expressed appreciation for all Public Works employees,  
and read a Resolution recognizing May 17 To May 23, 2026 as National  
Public Works Week.  
Rich Mulledy, Public Works Director, acknowledged the hard work of  
Public Works employees and identified the accomplishments of the various  
Public Works teams.  
Several Councilmembers expressed appreciation for the responsiveness  
and hard work of the Public Works employees.  
Motion by Councilmember Gold, seconded by Councilmember Williams,  
that the Resolution recognizing May 17 to May 23, 2026 as National Public  
Works Week be adopted. The motion passed by a vote of 8-0-1-0

A Resolution Recognizing May 2026 as National Wildfire Awareness  
Month  
Presenter:  
Brandy Williams, Councilmember District 3  
Councilmember Williams read the Resolution recognizing May 2026 as  
National Wildfire Awareness Month.  
Fire Marshal Kris Cooper, Colorado Springs Fire Department, identified  
the risks of wildfire in Colorado Springs and how important mitigation  
efforts are.  
Councilmember Leinweber commended the work of CSFD, and their  
collaboration will the United States Forest Service for fire mitigation.  
Motion by Councilmember Henjum, seconded by Councilmember  
Williams, that the Resolution Recognizing May 2026 as National Wildfire  
Awareness Month be adopted. The motion passed by a vote of 8-0-1-0

A Resolution Honoring May 25th, 2026 as Memorial Day

Councilmember Casey honored the bravery of those who paid the ultimate  
sacrifice in an attack in Mosul, Iraq, on April 10, 2009; Sergeant First Class  
Bryan Hall, Staff Sergeant Gary Woods, Jr., Sergeant Edward Forrest,  
Corporal Jason Pautsch and Private First Class Bryce Gautier and read  
the Resolution honoring May 25, 2026 as Memorial Day.  
Andrea Finnegan-Fosse, Commander, American Legion Post 5, spoke  
about Memorial Day being a solemn day of remembrance and encouraged  
everyone to attend a Memorial Day Remembrance Service such as the  
one scheduled for Monday, May 25, 2026 11:00 AM at Veterans Memorial.  
Russ Miller, President and Chairman, Pikes Peak Veterans Council, spoke  
about the importance of honoring Memorial Day.  
Leroy Trusty, Vietnam Veterans of America, spoke about the need for  
mental healthcare for veterans and read the poem “In Flander Fields”.  
Ryan Hemhauser, Member, American Legion Post 5, spoke about the loss  
of his friends due to combat and war.  
Councilmember Rainey stated the cost of Freedom does not care about  
your political affiliation and is not free. He asked everyone to honor the  
sacrifice, remember the history, support military families, and promote  
unity/patriotism.  
Motion by Councilmember Rainey Jr., seconded by Councilmember Gold,  
that the Resolution Honoring May 25th, 2026 as Memorial Day be  
adopted. The motion passed by a vote of 8-0-1-0

Councilmember Henjum expressed support of the appointment and  
recognized Marc Smith, Acting City Attorney, who is leaving the City, for his  
hard work and twenty-two years of service to the City.

appointment process has changed.

Colorado Springs 2001, as amended, pertaining to procedural process  
(Legislative)

Daniel Sexton presented the Ordinance amending Article 5 (Administration  
and Enforcement) of Chapter 7 (Unified Development Code) of City Code  
pertaining to procedural process. He provided an overview of the history of  
the Ordinance, Sections changed by Ordinance, appeal changes,  
Development Plan changes, adjustment/variance Sections, and Section  
7.5.704-Zoning Map Amendments.  
Councilmember Rainey asked if the intent is to save the applicant money  
by indicating whether or not the project is going to move forward. Mr.  
Sexton confirmed that the proposed changes allow more predictability prior  
to the developer spending large amounts on the design part of the project.  
Councilmember Casey spoke in support of the proposed changes.  
Motion by Councilmember Henjum, seconded by Councilmember Rainey  
Jr., that the Ordinance amending multiple sections of Article 5  
(Administration and Enforcement) of Chapter 7 (Unified Development  
Code) of the Code of the City of Colorado Springs 2001, as amended, as  
related to process and procedural changes be approved on first reading.

13. One Hour of Citizen Discussion for Items not on Today's Agenda per City  
Council Rules  
Citizen Charles Barber requested everyone prevent hair from going down  
the drain and into Colorado Springs Utilities wastewater system.  
Citizen Peter Hernandez spoke in opposition of the large data center,  
Project Torres.  
Citizen Gwendolyn Henderson requested the letter of reprimand for  
Councilmember Gold regarding speaking against Councilmember  
Donelson’s statements and actions at the January 13, 2026 City Council  
meeting be revoked.  
Councilmember Henjum spoke about the book “Soul of Civility” by Lexi  
Hudson which was gifted to City Councilmembers by Lisa Brandt and Lori  
Leander, Reclaiming Civility, and expressed appreciation for the letter Ms.  
Henderson sent to City Council  
Councilmember Leinweber stated he believes history is being re-written on  
the reprimand letter sent to Councilmember Gold because it was privately  
given to her, was never intended to be public, and she decided to put it on  
social media to harm the reputation of City Council. He stated President  
Crow-Iverson asked to meet with Councilmember Gold, but she declined  
and he cannot trust Councilmember Gold because she will go to social  
media before she comes to him directly which is a big problem with civility,  
mutual respect, and collaboration.  
Councilmember Gold stated Councilmember Leinweber did speak to her  
on January 21, 2026 for approximately six minutes prior to the Colorado  
Springs Utilities Board meeting which did not allow time for a conversation,  
City Council’s job is not to agree on everything, it is to have diverse  
opinions because the City is very diverse, and she will always stand up and  
speak for historically marginalized communities. She stated she worries  
that sometimes systems of power use civility and decorum to uphold power  
instead of encouraging conversations of radical transparency and  
courageous conversation and there is always opportunity to do better.  
Councilmember Henjum requested that City Council work with the  
Reclaiming Civility group in order to be civil with one another and learn to  
disagree in a way that is respectful of one another. She stated she was  
never asked to sign a letter for Councilmember Donelson’s behavior, and  
she believes one member was singled-out over another.  
Citizen Nick Raven spoke about the need for higher City Council pay.  
Citizen Taylor Gray spoke against the letter of reprimand for  
Councilmember Gold and the large data center being built.  
Citizen Steven Lightfoot stated the Hantavirus is chemical warfare and  
Stephen King killed John Lennon.
