  Summary:

This resolution adopts a minor amendment to the “City of Colorado Springs Rules and Procedures of City Council” removing the provisions related to land acquisition and reserving the Part for use at a later time.

 

  Background: 

This resolution adopts a minor amendment to the “City of Colorado Springs Rules and Procedures of City Council” (“Council Rules”) removing the provisions related to land acquisition (“Part 6”) and reserving the Part for use at a later time (see Exhibit A).  Councilmembers Knight and Geislinger have served on a committee tasked with revising the “City of Colorado Springs Procedure Manual for the Acquisition and Disposition of Real Property Interests” (“Real Estate Manual”).  The committee, consisting of the Councilmembers and City and Colorado Springs Utilities (“CSU”) staff, identified that Part 6 of the Council Rules is unnecessary to conduct the Council’s business related to real estate transactions.

The City’s Real Estate Manual provides the procedures for land acquisition and disposition for the City and these procedures remain in place, subject to future revisions through the committee process being undertaken.  The current procedures contained in the Real Estate Manual provide adequate processes to be utilized by City and CSU staff, and the City Council, without the need for Part 6 of the Council Rules.  The language to be removed upon passage of this resolution is attached as Exhibit B.

City Council adopted Part 6 of the Council Rules in 2013 and made amendments in 2014 and 2016.

Councilmembers Knight and Geislinger have served on a committee tasked with revising the City Real Estate Manual and this Rules amendment was vetted through the committee.
