Summary:
City Charter Article III, Section 3-10(e) requires that the salary of the City Council Administrator be prescribed by ordinance.

The proposed Ordinance would repeal Section 3 of Ordinance No. 18-120 along with all prior ordinances addressing the salary of the City Council Administrator, effective December 28, 2019. Ordinance No. 18-120 at Section 3 approved the annual salary of the City Council Administrator, Emily Evans, at $98,614 annually, together with benefits, commencing November 28, 2018. The proposed Ordinance prescribes the new annual salary of the City Council Administrator at $103,584, together with applicable benefits, commencing December 28, 2019.

Background:
The proposed salary is within the range for City Council Administrator as established by the City's 2020 salary structure for civilian and sworn municipal employees, and is below the market average reflected therein for that position.

The ordinance establishes the effective date of the salary increase as December 28, 2019, which is the date other City employees received annual salary adjustments.

Previous Council Action:
Pursuant to City Ordinance No. 18-120, the annual salary of City Council Administrator, Emily Evans, was set at $98,614, together with applicable benefits, commencing November 28, 2018.

Financial Implications:
The salary increase is 5.04% or $4,970 annually.
