Summary:
The attached Resolution authorizes the Mayor to execute and administer an Intergovernmental Agreement (IGA) between the City and the Colorado Department of Transportation (CDOT). The IGA is attached to the proposed Resolution as Exhibit A. A vicinity map showing the project limits is attached as Exhibit B.
Background:
The City of Colorado Springs Public Works Departments, Mountain Metro Transit and City Engineering Division, are proposing to provide pedestrian and transit accessibility improvements along MMT Route 8. Route 8 is an east-west route that connects the Nevada Avenue corridor near Colorado College to the Citadel Mall Transfer Center. The route runs along Cache la Poudre Street which turns into Galley Road near the intersection of Circle Drive. The project will provide accessibility improvements including sidewalk, curb ramps, curb, gutter, and bus stop facilities along Route 8 to improve the serviceability of the corridor.

Financial Implications:
The IGA will provide total funding in the amount of $1,031,135, or 80% of the project. There is no TABOR impact, as the funds are being provided from the Federal Highway Administration (FHWA) through CDOT.
The local match requirement of $257,784, or 20%, will be met through prior year appropriations in the Capital Improvement Program (CIP) fund. No additional funding is requested. There is no impact to the General Fund balance.
