Summary:
Report updating City Council about work the Public Art Commission of the Pikes Peak Region (PAC) is involved with for the City, and evaluating the possibility for the City to budget for art acquisitions.

Background:
The Public Art Commission was established in 1982 by the City of Colorado Springs and El Paso County. A 12-member all volunteer board, including two elected officials serving as liaisons from Colorado Springs City Council and El Paso County's Board of Commissioners, the Commission is charged with acting in an advisory capacity to evaluate, advocate, stimulate and facilitate matters of public art and culture.

The most recent formal report by the PAC to City Council was made in 2007, since then the desired role of the PAC has changed. The Commission's Chair, Bernard Byers, has contacted cities throughout Colorado and around the country to determine the average amount being invested into public art by local governments.

Currently, Colorado Springs has no dedicated funding for commissioning public art for the City. Out of the 99 pieces of art in the City's collection, the vast majority have been donated by various artists. Anyone who donates art will also be responsible for a ten percent maintenance fund which will help with the long-term cost of the piece. The ten percent is based on the value of the sculpture.
A Colorado Springs Public Art Master Plan (PAMP) recently received full funding (entirely through donations) and just received approval to proceed with the chosen consultants to build the Master Plan. The PAMP will review the current status of the City's public art procedures, ordinances, and activities.
