Summary:
This proposed ordinance expands the requirement to disclose the name of the committee or candidate or their agent making the expenditure from only newspaper communications to now include magazine, outdoor advertising facility, any sign requiring a Large Sign Revocable Permit through the City, direct mailing, hand bill, internet-based advertising or broadcast through radio, television or other technologies.

The proposal also includes a new campaign expenditure requirement on the Contributions and Expenditure Report for a detailed listing of the goods or services purchased and the purpose of the expenditure. Finally, there are several minor clarification changes to various sections of the section.

Previous Council Action:
The City of Colorado Springs Fair Campaign Practices code was last revised in Ordinance 16-103 at the October 25, 2016 Regular City Council meeting. This item was discussed at the November 12, 2018 City Council Work Session.

Background:
City Council President Pro-Tem Gaebler worked with City Staff to draft the following proposed updates to the City Fair Campaign Practices City Code:
1) expands the requirement to disclose the name of the committee or candidate making the expenditure from only newspaper communications to now include magazine, outdoor advertising facility, any sign requiring a Large Sign Revocable Permit through the City, direct mailing, hand bill, internet-based advertising or broadcasts through radio, television or other technologies;
