read the Resolution recognizing April 29 to May 3, 2024 as Small Business

Councilmember O’Malley expressed gratitude for Councilmember  
Talarico, Councilmember Risley, and Councilmember Leinweber who own  
small businesses in the community.  
Councilmember Risley stated small businesses are powerful economic  
drivers and commended the commitment small business owners have to  
their employees and families.  
President Helms identified the support from organizations such as the  
Colorado Springs Chamber of Commerce and EDC and Colorado  
Springs Black Chamber of Commerce.  
Councilmember Henjum expressed appreciation for small businesses.

April 21st through April 27th, 2024 as National Volunteer Week.  
Britt Haley, Director, Parks, Recreation and Cultural Services, provided a  
brief history of National Volunteer Week, spoke about the importance of  
volunteers, expressed appreciation for the over 6,000 volunteers who  
contributed 138,109 hours of service to the community in 2023 and for City  
Council recognizing the volunteers, and identified several of the many ways  
people are able to volunteer in the parks system and for stormwater.  
Adrian Vasquez, Chief, Colorado Springs Police Department (CSPD), Tim  
De Leon, Deputy Chief Colorado Springs Fire Department, and Michael  
Mersman, Intern Volunteer Coordinator, CSPD, expressed appreciation for  
all the volunteers in the community.  
Councilmember Henjum and Councilmember Avila expressed gratitude for  
the citizens who volunteer for the City.

Catherine Duarte, HUD Programs Manager, Housing and Community  
Development, provided a brief history of the Fair Housing Act and how they  
support the community by ensuring fair housing is available for everyone.  
She stated there will be Fair Housing Resource Fair on April 25, 2024 from  
5:30 to 6:30 PM at the Pikes Peak United Way Family Resource Center  
and thanked City Council for their support of the Housing and Community  
Vitality’s mission and support of this Resolution.  
Councilmember Avila shared a brief history of June Waller’s husband’s  
experience with trying to obtain housing on Fort Carson and her husband’s  
family’s experience with trying to obtain housing in Pleasant Valley.
